seems like most mfrs did too.

February is the worst, I got's me a cb single in a pile of parts to keep my hands busy otherwise I get frantic, alas March is around the corner

that seems like a waste of zip ties. how can that last? I was a bike messenger in minneapolis for 8 years. best winter setup i ever had was flats on a singlespeed cyclecross bike with fenders. its nice here right now 30-40's next wekk it will be below 0 and then it starts to suck

Based on the principle of tire cables commonly used on FWD cars, I'm betting it helps some. That's a lot of patience to put all of those on.

It wasn't me that did that, but I'd bet too that it would help a bit!
A few years back, I made a set of studded MTB tires using sheet metal screws, an old set of tires & a heavy tube liner, and they worked really well on hard packed snow/ice like your average snowy street/bike trail after a lot of traffic.
I've wondered about trying these, too -- pop rivets on narrower cyclocross tires:

But the storebought ones are better, I'm told -- carbide studs that are actually designed for snow and ice really do the trick.
I'd wager the cable-tie trick would work OK for forward traction, but not so much for lateral traction. It would be easily reversible (unlike any other DIY tire mod I know of) and fairly cheap.

Kinda like putting a bunch of metal over rubber, aka snow chains ;) it actually works, but is such a pain to put on/remove and the fact it only works with disc setups makes it pretty worthless compared to purpose made snow tires. Cheap though... so that's something I guess.
