most operating systems are that way.

there's more than one reason to start fresh.

by default, xp uses a 32k partition offset which can cause  "significant" drive performance issues*. the old "tweak" used to be creating the partition manually with a 64k offset prior to installation.

vista/7/2008 use a 1024k offset and are "perfectly" aligned by default

*due to read/writes that traverse a sector boundary resulting in a double-read or double-write (one per sector).
