People walk by and choose not to help.  On some level they are aware of their choice.

I have chosen to stop, check, and then call. It annoys the crap out of the Seattle FD.

A few years back a guy was laying just off the sidewalk, on the grass.  He appeared to be sleeping.  I drove by at least half a dozen times.  I commented about him on every pass.  One person drove by and then went to a fast food place and got him some food.  Then they discovered he was dead.

I was driving past in an ALS ambulance.  We might have been able to make a difference.  Never know, because we did not stop.

There are safe ways to help.  Calling 911 is easy, and you can hide 3 blocks away if is unsafe.
