If he really was under surveillance then this should have been prevented.

If he really was under surveillance then this should have been prevented.

Not the most well written article, but it sounds like he has been under surveillance since the accident, pending the outcome of the drug test and that's when they saw him driving impared and pulled him over.  It says there are possible additional charges for driving impared on Tuesday.
