If the EPA wants to really party and raise money

they might want to tackle the Landscaping crews and their make the beast with two backsing leaf blowers with the worn-out muffler packing

They drone on for hours not just blast past in a few seconds

that is my idea of a national noise pollution problem

False.  If the EPA really wants to make money, they should crack down on the millions of clean air and water violations that go on unchecked every single year in the U.S.  Or get serious about mountaintop removal mining and bust heads at the Army Corps of Engineers.  Or just get better PR people on board to help with their image.  Noise?  Noise isn't a problem, it doesn't stick around after you stop producing it.
