i was just wondering if the belts have to  be loose when you do the valve adjustment ?
is it better to remove the cam shaft from the head and do the adjusment?

Some people claim you can do the check and adjustment with the belts in place.  It is definitely easier with the belts removed.  Loose isn't enough.  Some models require removing the cam shafts.  No reason to on your old two valve.

Much easier with the belts removed. This way you can easily ensure you are at TDC for your given cylinder.
