Dock, help me out here, I'm pretty sure the lever it's not exactly 'under' the steering column.....

Is it a little to the left, or as little to the right?
And you raise it to engage?

Just be careful not to yank on it to hard, you may rip the rubber of the end or even worse bend it  Shocked
