Yes they do, and they can take out a dog at 100 yards.

he was up on a rock ledge near the driveway, about 20 ft up...

i ran inside, and told mike. he said he wouldn't get me  WTF

No, they don't shoot their quills, and they don't even run.  They'll arch their back if you scare 'em but they are harmless.  They can, however, give you a flat if you run one over.  It's the godamndest thing to see a car tire full of porcupine quills.
