The app doesnt store in the cloud or back up to the computer?

Talk to apple, I bet they can come up with a solution.

Also no luck with this?

There is a backup in the cloud, but it was performed on the computer that died, and a new itunes install on another computer shows nothing.

No luck with the locator. Wherever it is there's no wifi or they turned it off.

Yea Talk to apple. If you bought it (the app) from the iTunes store they should be able to help you with that.
