Even the best can't plan 100% for an earthquake of that magnitude and a powerful tsunami afterward.  :(

Japan is no stranger to large quake and tsunami activity.  OK, this event is at the extreme end of the scale, but if you're gonna build a nuclear power plant someplace where you know it will be subject to frequent and possibly substantial seismic activity...........  :-\

Nature will continue to baffle man...

we believe we're smarter than we really are.

Plan for the biggest quake...

Nature will build a bigger one.

Same goes for hurricanes, tornadoes, and any other natural disaster on the list.

The thing that gets me is we see it happen time and time again and we continue to plan for perceived worst case scenarios when we build stuff that can cause so much damage.

That's why I overbuild everything.
Once the weather warms up and I start doing that garage wall, the plan I have in my head is probably ridiculous but 1,000 years from now some archeologist will dig it up and think it was ruins of a shrine to a god or something.

Yup.  Slow learners.  Or slaves to expediency and cost constraints.  Hard to justify building for an event of inconceivable magnitude.....
