Need help with a fix it!

I got a fixit ticket a while back and it was for "unauthorized placement of license plate and no blinkers" 
Does anyone located in so cal, by an any chance, have the beer tray/ rear fender with stock blinkers that I can borrow? Just so I can get this ticket signed off until I purchase a better setup?

Specifically what section (s) did you get cited for? You may not have to replace the beer tray.
