I don't think so.  I'd say it's about even.

What kind of car you drive is a key factor also.

I'd say it's mostly the volume of production, lots more car tires made.

Tires for a Monster (i.e. Pilot Power) are probably on par with tires used on a sports sedan/coupe (i.e. BMW 335i).  It's definitely much more expensive per tire than that for a Carolla.

I say technology and compare to a very high performance car tire.  Think about the difference between the BFGoodright Momentums on my Taurus and the ties you'd find on a top-line Corvertte.  The price for the entire set for the Taurus is likely less than a single tire for the Corvette ~

Personal opinon:

Extra liability begets extra cost. Motorcycle tires are built to a slightly higher tolerance and are required to perform at a higher level. I hate to say it but I accidentally ran a on  a flat rear tire for a couple of days. It rode weird but it held together.
