Anyone know what the device is that the medical person appears to be zapping the guy with in the foreground of this picture? It looks like a radar gun!!!

That was my first guess, but that's a weird tool. I've never seen anything like that before.

Its a mind eraser/control ray gun.  My wife has one. She used it on me when we got married.

There were temp gauges kind of like that in some of the Asian airports during the first outbreak of bird flu.

It's an infrared thermometer. The laser isn't used to measure the temperature, it just shows you where the gun is aimed.
