We need more rain? Really?

I just heard on our local news last night that we're down three inches on rain for the year. Maybe it's just me, but it seems like this has been one of the wettest springs I've ever seen. I walked out yesterday, and there's 2" of standing water on my lawn. My gutter drainspouts look like fire hoses, and my pond is overflowing. How do they figure we need more rain?
