This site below seems to think that Ultra is just another Shell marketing name for Rotella when it's sold in some countries.  Don't know how true that is.

There are EPA standards oils need to meet, amongst them, are catalytic converter safe, heavy metals content.  Grading is done through API.  This is why so many oils have been reformulated in the last few years.  I would not be at all shocked if Rotella and Ultra are the same inside the bottle.
