Honestly, I don't see exactly how he has improved the USA's standing in the world body

I figured it was secretly given to him because he was a Community Organizer and worked with ACORN extensively.
Those two activities within itself are worthy of the award.
But let's face it.
Yasar Arafat won it.
He is a terrorist.
The award is a make the beast with two backsing joke.

I was surprised he won it considering the US is actively at war in a couple of places, but as 13 pointed out, it's for his fostering of diplomacy (which he was ALSO doing as a US Senator and as a candidate for president).
I don't put a lot of stock in the peace prize given that Teddy Roosevelt and Henry Kissinger are both former recipients.
