Looks just like a throttlemeister.  I've got one of those and it is very nice on deserted superslab.

I am guessing you can buy the matching bar end weight for the other side.

I'm not a big fan of this style of friction lock (as the manufacturer says "it's dangerous")

In my opinion, the 'wrist wrest' style doesn't work quite as well, but it's a lot safer.
