Cleaning it would not be a problem. I have some things that would do that.
Have to plug any venting and change any rubber seals so they wouldn't impart gas flavors. Replacements would need to be food grade.

Main problem is the tank is not food grade stainless. There are sealers sold to coat the inside of whatever you want to make a "drinking vessel" out of. But that would be getting pretty involved.

That needs to go on a bike. I'd put it on mine, but I am i.e.

no on is saying it should not go on a bike, the question is, once it is on the bike, should it dispense beer or gasoline?

If you really want it as a beer dispenser, then a way to pump pressure into the tank would be nice.  Maybe fabricating a keg pump thing into the gas cap, and shutting the breather "holes" in the tank.

I was just thinking, What if you had this tank on top of some sort of Keg-erator and just plumbed the beer THRU it not actually in contact with the inside of the tank itself. Maybe work up some sort of pressure switch on the key flap of the filler area. Hmmmmmmmm

That is what I was thinking too.  It would not destroy the value of it as a tank...
Maybe take the filler cap assembly out and have the tap handle on an adapter there...
