I found a list of the subject. Be aware that I have not validated the completeness or accuracy of the list. From personal experience, I do know that at least a few of the places are correct.

Parking Tips
When parked in spaces designed for their exclusive use, motorcycles must park in designated area with rear wheel to the curb.
Metered parking is in effect during the hours posted.
No motorized vehicle without pedals shall park on islands or sidewalks.
Park one motorcycle per stall.
Motorcycles may park in metered zones designed for automobiles providing the parking meter is paid. When parking in spaces designed for automobiles, motorcycles should park parallel to the curb (
and watch your bike tip over due to camber of the surface!
)

Thanks for the list, since one of my bikes was pushed over in a parking lot, I always look for motorcycle specific parking.
On a side note, I found a similar list on google maps, I'll post the link when I find it.
Also, some of the motorcycle spots are NOT bikes-only on weekends. I remember in one specific occasion, I think it was the 1400 Block on M street, I wanted to park there on a Saturday but it was full of cars...

I'll add just about any sidewalk in the residential side streets - use at your own risk.

I have never had to pay for a bike in any garage in DC. I worked on K street for 7 years. First in the 2500 block and then in the 2700 block. I used K st parking and a few of the buildings on L st. Then I worked at NPR by the Convention Center. I did not pay at any of garages there either. They were all free for bikes.

Ditto, kinda. I can only speak to a few garages in the West End (M street). Check in with the attendant; they'll tell you where to park (usually a "no parking" space next to water/sewer pipes).
