With the adjustment all the way out, it should bounce then settle, with it all the way in it should come up pretty slow, like over a second for full extension.  if you have the adjusters all the way in and the fork tops out and then settles, you have zero rebound damping.

Just curious.  Have you checked the oil level in the forks?  Gone back to the base settings ECS used?  Or called ECS?

I havent checked the oil level since i dont have any tools to measure oil height other then a ruler.( never pulled them apart). I am at the base settings that ECS gave me from a 2 years ago and i only called them regarding what kinda oil they use which is racetech US2 medium( couldnt think of any questions then)

Ill give them a call again with these  set of questions. I may just ship it to them or ride up there and let them take a look at it once i get my 18k service done since i want them to service my shock as well.

if you preload is all the way in and you rebound screw is all the way out it'll do that, try removing all the preload and then turn it clockwise 4 turns, then leave the rebound 10 clicks out from fully closed and check it, then try 8 and then try 6 and see how it changes.
also with that set up measure your sag, should be between 35 to 40 mm, also make sure you comp is between 8 to 12 clicks out from fully closed.
if you want to measure the rear sag it should be between 25 to 30 mm.
