It's this thing that has a seat, handlebars and two wheels, that an industrial designer put together.
So it must be a motorcycle.

Why the full body cladding?  To hide everything beneath it and thus the engineers don't have to worry about what it looks like then.  The bean counters rejoice as they then don't have to budget to make the engine, etc look "pretty".

First bike (I remember!) with the "hide everything" mantra was the Bimota db1 -- it's ugly beneath. (but I personally love the exterior)  Then the Ducati Paso series with full enveloping bodywork but with Italian style.  Then the Japanese went crazy with it starting with the 1987 Honda CBR600 Hurricane series. (Interceptors were beautiful -- the Hurricane was hideous)  Ultimate culmination of this was the white color Honda "Pacific Coast" -- and unfortunately others have followed since.

You will see the same in the LEV / electric motorcycle market as well -- hide everything beneath plastic and mimic a kitchen aid appliance.  Very few manufacturers are designing in such a way to make their electric platforms look great and like a "motorcycle".

Or it's a high-end monocoque.

I seem to remember Phil Vincent fully enclosing the Series D in the mid 1950,s It was called Black Prince or Black Knight or something like that.. Fully enclosed bodywork. Ugly as sin but still a Vincent so in reality .......it is still the coolest shit there is.
