the apt complex company's policy may have you getting the police involved anyway. if they won't assist without polic intervention on the video... you got no choice. But you still wouldn't have to press charges if the insurance companies get involved.
they may have their own car insurance or renter's insurance that could end up paying for the damage.
also, it totally could have been an accident at this point. maybe a baby stroller was heading into the road, a person jumped in the road to stop it, the person they knocked out of the way to get the stroller, was staring at your awesome bike, fell into the bike and knocked it over. Just saying... it could happen

well, i just spoke to the management office... seems that there wont be any issues with them checking out the tapes and i was assured that they wont be erased. that being said, the girl that would be the one doing the work isnt in today and i wont be able to speak to her till tomorrow morning.
and due to the placement of the bike... there is a very very very low chance that it was a mistakenly dropped. it's not in the direct path of anything and where it was standing when they put it back up was a bit forward of orig resting position. i figured that if it was an accident, it would have slammed harder on it's side with more damage, and about where it was sitting... not 3-4 feet ahead.
also, one of the reasons that i havent put up the sign on the bike is if i never find the person. for me... letting them know that i was looking for them and then making that threat... and then them knowing they got away with it would be a lot worse. esp since they would then know they could just mess with my bike whenever they wanted to. chances are it was someone younger i'm guessing... most of the people in my building are a bit older, so i'm guessing it was probably one of their kids... which would explain why they werent able to balance the bike. and even if i posted that sign, i'm guessing most kids wouldnt fess up either way.
sigh, i'll keep you guys updated on what happens, and here's hoping

good luck. i came out of a shop to find a guy sitting on my bike while his buddy was taking his picture.
i rolled up on them and realized they were young kids from another country (bulgaria). i explained to them that they're at risk of a beat-down around here for that kind of stuff. now run along before i change my mind... no harm, no foul in my case.

I've always gone with the idea that if somebody doesn't ride they shouldn't be touching any bike without direct permission from the owner. If they do ride they should know not to mess with somebody else's bike!!

I agree. People now don't want to take responsibility for their actions. No ethic, moral code, or even an ounce of respect for other peoples things.

This does little good for you now, but I'm a little paranoid about parking my bike at home because my driveway has a slight angle to it. I just leave my rearstand nearby and whenever I pull in for the night I put it on the stand, and throw the cover on. It takes an extra two minutes tops to put the stand and cover up, and not only protects from inquisitive folks, but if the wind gets crazy the bike wont get blown over.

spoke to the lady looking at it... she says that the camera might not have seen the bike, but i'm still hoping that it did... she has to go through a good amount of tape though, and she's been out for a couple of days so she also has a lot of work to get through before she says she can review everything.
sigh... still hoping, but getting kinda worried now. i've ordered a nelson rigg bike cover, so that should help keep everyone off it.
it's time's like this i really miss having a garage of my own and not just a apt parking lot :\
and thanks for the comments guys... i'm going to give her a day or two more before i go and ask again... my management dpt for my apt is a bit slow and i figure pissing them off isnt going to help me at all :\

It's a lot cheaper to pay to have a couple parts fixed from a tip over than it is to buy a house instead of living in an apt. That's what I keep telling myself at least though. I feel your pain though.
