1000DS Belt Tension Historical Question

The bike is running fine, but I have a question of curiosity.
My bike had the stock belts on it from 2007 when I changed them recently.  Since it was bought by the first owner it had about 1000miles put on it then sat in storage until 2010 when I bought it.
When I changed the belts, the old ones showed about 140Hz before I removed them.  When I installed the new ones and used the same position of the tensioner, the new belts were also at about 140Hz.  I loosened them up to about 110Hz and obviously the tensioner is in a different position.
Does it make sense that this is the case considering the confusion with the belt tension that happened back in 07-08 (Bikes had 140Hz belt tension for timing, then 110 for operating, but apparantly alot of them got left at 140Hz and Ducati had to send out a service bulletin about it...)?  
I read alot of confusion in forum threads dating around 2008 saying people's 1000DS belts were set way too tight by the dealer and had to be reset.  The duc.nu manual does state 140Hz as the belt tension and I'm a bit confused there as well.  My dealer states 110Hz is correct and so does everyone else.
The new belts make a whirring noise at 3.3-3.8k rpm, but I'm assuming this is normal break-in noise for the CaCycleworks ExactFit belts and will go away after a bit (I have put about 150 miles on since the belt change).  I'm also assuming the belts may be a bit loud during break-in due to the fact that the pulleys are used to having the really tight older belts on.  I am planning to check on the belts around 1000miles into them, and so far everything seems good, just curious about the tension discrepancy on my bike with respect to the fact that it sat a long time and may have never been correctly reset.
