Maybe I am just a little slow on the uptake, but I saw a state trooper in an all black dodge charger with no lights or markings today. It is just like the one below, but with black steel wheels and a push bumper.

Yup, I see white and black ones on I-40. I've seen others get pulled over by them, I've been observant enough to see them though,
