I've seen LED-lit valve stem caps that are actuated with the force of the wheel spinning. Should work on a moto.  However, at least in a lot of US cities most lighting like that is illegal on street vehicles.  Supposedly too distracting (hey, I was talking on my cell phone and this dang flashing thing made me forget what I was saying), too confusing and also competes with other emergency vehicles.

I wonder if reflective rim-strips/striping is illegal. Definitely doesn't qualify as a light...

Lots of people use reflective tape and it's not illegal but it's also not that visible.

Granted you'll be classified as a squid (even though I'm pretty sure it will help with your visibility at night) and you will be harassed by cops. I'm from the DC area and apparently it is legal now for motorcycles to have those lights but in the engine. So it'll look like a fast and furious bike. Up to you if you think the hate is worth the safety.

My kid's getting a pair of the valve stem lights for x-mas this year. They're on Ebay for a few bucks a set. Well worth it, IMO.
