Throttle help

First off, im completely new to Monsters and motorcycling in general. I picked up a 2002 Monster 620ie for a grand for a project bike. It did not come with keys but i got that all worked out. (not stolen btw) I got a new ecu, ignition, gauges but I do not have a battery yet so i cant turn it on.
My questions is, is there a lock on the throttle when the key is not in the ignition? The throttle does not move nor do the butterfly valves in the throttle body. Is there a lock or is it stuck?
