Paying Via Paypal

I am trying  buy thru parts for sale on this board , the user been on board for just 2 days, If I pay him thru paypal and not receive the item is there a way I can cancel the transaction?

I searched on paypal website but they had info mostly on ebay selleres but not on individual sellers on forums and such.

Paypal has rules for disputes like that, regardless if they are an individual or a business.

If he is a verified paypal user, then you have protection.

He has to send the part via some trackable means, usps, ups, fedex, whatever.  something that shows tracking.

i always pay the extra for signature delivery and insurance.  it has saved my ass more than once.

if he sends an incorrect item, then you need to notify him and paypal immediately and open a dispute.  it helps if you require make/model/serial# if the part has that, but if not, then ask for detailed photos of the item up front.

mechanical or electrical, make sure he guarantees it works. 

there is a huge gray area too for parts and it gets hard to prove.

the BEST insurance is actually sending a USPS money order and send it by certified US mail.  if he scams you, then you file a complaint with the USPS and postal inspectors (who are cops) show up at his door.

Its a $150 rear sets , he said he is going to send me some pics, and i have his pay pal e-mail. But if USPS money order is safer, I will try that route.

It's safer and less hassle for a lot of reasons.  Paypal has a direct interest in making money off you and the seller, and their dispute resolution works for 90% of people, but you may end up banging your head against the wall.  I had a guy scam me on a generator.  I shipped it back and the tracking showed he refused delivery.  The Paypal dispute resolution operator looked at the tracking and didn't see the "delivery refused" because he was too stupid to click the detail where it said "UNDELIVERED". 

USPS doesn't care about profits (probably why they are going out of business).  And since wire fraud is a federal crime, they love showing up to hassle people who do it.  Plus, the seller doesn't have to pay Paypal for the sale and usps money orders are not that expensive for the security they get.

Just make sure to describe exactly what you're getting on the money order, then send it certified mail with signature.

izzy, you sure about the USPS money order being safer than PayPal? Seems like everywhere you read about it online, recommends against it....  ???

I've heard bad things about PayPal as well, but never had an issue. I'm looking at buying some parts for the GS from a guy on ADVRider. He seems legit, but will not use PayPal, so that kind of set off an alarm in my head....

they are wrong

send a cusps mo by certified mail.  get signature on delivery and put his name and address on the mo and write FOR PURCHASE OF XYZ.  keep your emails and watch the tracking. 

PayPal will email them.  usps has its own police force.
