I think I am missing the " dust cover " (not sure if that is the real name) on the top of the rear brake caliper. There should be one like on the front brakes, right?
I tried to remove the front fender and one of the bolts would not come out.I believe the zip-tie strap that wraps around the fork that the bolt threads into is stripped.Any suggestions or should I just cut it off?
            Thanks,

...and it's probably spinning in the plastic strap.

You may be able to remove it by holding the insert with vise grips while it's in place. It would be easier with the wheel off.

Either way you should order a new one.

Also, there is no 'dust cover' on the rear caliper.
