I feel like part of me wants to say that lighting stuff up is stupid so I just dont like it on principle...but I have to admit, that's a pretty cool application.

but is it illegal?...some places....ground effects lighting and so forth is looked as bad due to distraction and therefore been chased as such |

I'll be the first to say, I like it.
I don't like underglow, but I'm a fan of tastefully adding LED's to certain places. I think this is a cool way of highlighting an area of the bike that is unique to Ducati's.

But I am a man that likes cool looking stuff on my moto even if I can't answer in the affirmative to those very same questions above. Bling that moto to your taste guy.
