Ok,
I just paid a visit to workshop.
Took my ballistic battery which had 13.4V on it. And was strongly adviced not to attempt start bike with this battery and get new one.

What should I do?
I am not pro in tech questions, but as any rider have some experience that I can share without claiming to absolute truth. Please use my advices responsibly.

Li batteries live at 14V. They live +1V. Pretend in your mind they are 13 Volt batteries! Howie was correct.
That battery needs a good charge, but even when charged to 14V, it may fail the load test.

So at 13V it is low and needs a good charge, but it may be damaged from continual attempts to start when low. One good charge once a year and these batteries can sit for a year, but you must have the correct charger for them.

Racers like them for light weight and low discharge rates. Custom builders like them for small package reasons, but they need special care and the correct charger.
Maybe get a cheap battery until you decide on your plan, or get a gel or glassmat style battery.

If you want to stay with Li batteries, our sponsors have Shorai batteries  which have a good warranty and back up service. Is there a Ballistic distributor you can talk to about testing/warranty, or did you buy it online?

 You have to have a charger that balances the cells. If you do not you are pissing up a rope.

+1. My regular old Arlec charger doesnt quite balance up the Shorai cells and yet could overcharge a cell. You gotta keep an eye on the volt meter. 14.8 max. I think it cuts supply at 15.
The Shorai specialized chargers have a diagnostic and download function for servicing and warranty. Im guessing some of the other brands do too?
