My guess is HRC likes him to test their bikes because he is faster than their regular test riders, so finds things that they can't. I've read where that can be a problem...GP riders discovering things that the test riders couldn't.

The question is whether the bike he tested was actually what they delivered to the teams, or if Stoner proved t to be too fast so they slowed it down before delivery.

As I recall, the final redux on that was that the lap time deficit of the production bikes was with a test rider on board. Rather than with Stoner on board, which was strongly implied by the statements.
