Okay, this is a response from another n00b, but if I recall correctly the 1% are a reference to the motorcycle "outlaw" gangs from days gone by.  I'm not sure if it's used to reference current outside the law motorcycle groups or not.

It is by LEOs and former LEOs.

Well shit. I didn't realize it was referencing something. Anybody wanna explain to a n00b?  Huh?

According to my bf (who is a pretty knowledgeable guy), back in the day (60's, 70's?) the AMA was trying to promote a more positive image of your average biker. They famously said that 99% of all motorcyclists are law-abiding people just like you and your next door neighbor. Pretty much right away the actual outlaw biker gangs (Hell's Angels, etc.) started referring to themselves as the "1%", even to the point of having "1%" patches, etc.

The idea that we (us ladies) would be the 1% is indeed pretty funny, not to mention clever.

We REALLY need T-shirts.

edit:

Here's some info off the web:

site: http://wapedia.mobi/en/Hells_Angels

copy:
The Hells Angels Motorcycle Club (HAMC) is a world-wide motorcycle gang whose members typically ride Harley-Davidson motorcycles. In the United States and Canada, the Hells Angels are incorporated as the Hells Angels Motorcycle Corporation. Some members of the Hells Angels and other motorcycle clubs nickname themselves "one-percenters" in response to the American Motorcyclist Association (AMA) claim, made after the infamous Hollister affair, that ninety-nine percent of motorcyclists were law abiding citizens, and the other one percent were troublemakers giving everyone else a bad name.

It is still in use. HA members and some other groups have small patches, decals, etc. with the 1% on them. Personally I would feel a little hesitant to wear something with a reference to 1% on it.

your right, it is NOT advisable to make any reference to 1% clubs if you are not a member of one.  They take that stuff serious!! Just a word of warning.
