Had these
https://www.forza-moto.com/en/p/842+ducati-performance-set-of-soft-bags-with-bracket-for-monster-s4-1000-900-800-620
on a trip.
Was abit careless and got a small hole on wheelside of both bags.
How to best repair them?
Made of a nylon fabric.

I'd trim up a matching set of thin plastic panels to repair/reinforce/protect the area and glue them on inside and out.
Or maybe some rubberized fabric.
Then maybe stitch through with heavy thread or, dunno.
Internal reinforcement or foam lining or whatall can make that troublesome.

As an alternative, shoe and leather goods repair shops are pretty awesome, I've gotten stellar repairs for very short money.
