I have had the whole front of bike apart. now put back together. has new brake pads as well. my bike has hollow axle with nut on left side and slots on right side. when  i spin wheel it has too much rub. like 1.5 tire rotation.
So.. i want to try to settle that front axle in fork clamps. ive seen 2 methods
1.  loosen both fork clamps and bounce front or
2. loosen only the right(passengers side ,so to speak ) fork clamps  and bounce
Do i keep the axle nut torque tight during all this
do i have to raise it off ground when retightening fork camp bolts?
etc. etc.
i have to do this all on the ground  now as i have no lift.
WHATS THE BEST AND CORRECT WAY

I do it wheel on the ground, everything loose. Torque axle first, then the clamp bolts. If you have adjustable forks, you need to keep the notches in the axle aligned with the notches is the fork.

Keep in mind, you can deform the axle by over tightening the clamp bolts. The book says 14 ft lbs greased. I don't go that tight, but I don't take them out every time to grease them either.

You may get some rub until you bed in the pads. There's a procedure for that as well.
