Not necessarily. The military in general has restrictions that we must abide by, even when creating new things. So, the DARPA challenge is a good thing, because people who have never been in the military don't have the mindset to restrict themselves...

On a scary note, The LAPD does have a couple of patrol cars with cameras mounted on the roofs- automatic license plate readers which reads the plate and automatically queries DMV and warrant systems searching for stolen vehicles and warrant hits. The damn thing reads something like 1000 plates a shift.

Theres also " supposedly" a similar vehicle with a facial recognition system on board- but I havent seen it
