How would you go about something like that? Apply for an abandoned vehicle title from the DMV?

I doubt those are abandoned.

If the state had not cut funding for the mental institutions, this project could never have happened.

I make it a point so discuss purchases like that in front of guy's wives. That way if you make a reasonable offer, they have to take it  :P
