No, drop it off at the PD. After they don't claim it (90 days to 6 months) they should release it to you. If they do claim it, then it worked out as it should have. Plus if you mail it and it gets lost and they decide to finally call you about it you are now screwed. PD drop off will prove you turned it in.

There's something called the finders claim law.  You got to jump through some hoops, but should be able to get the phone all legal like.
