I've gotta get busy deciding what contractor to hire.  I'm getting uncomfortable with the current one.  We've not actually hired him yet, so that's good.

He was super eager and made prompt contact early on, but now he's hard to get a hold of, doesn't respond to emails for several days but wants to hear back from us immediately if he has a questions.  For example - we hadn't heard anything all week but he sent an email with a bunch of questions for the bank that he wants answers to by a meeting tomorrow.  That's basically impossible, I can't get there today, and my wife who normally can is at a remote office for a special training that's nearly 2 hours away.  Had we known beginning of the week we could have gotten the info.  The questions are mostly about him having access to money and him being able to pull his contractor's fee every two weeks.  Some of the questions seem like something a contractor should already know.

Most contractors work off of percentage payments here. x% to get started...x% at a certain completion point...x% when you can move in...and a final payment after you've moved in and he's fixed the things you aren't happy with.

I'd be leery of a guy that wants money every two weeks regardless of job progress.

I was thinking that sounded fishy.  The BBB mentions the 'rule of thirds' is the normal payment method which is what you're mentioning.  Thanks for the feedback, that makes me feel like I'm not just being paranoid.
