It's the system that's been used here forever.

Lowers the costs for the restaurant owner.

Buss staff makes more per hour than a water/waitress. In NH a waiter/waitress makes $2.38/hour...

Here in WA state the wait staff make the same minimum wage as the rest of the workers, plus they get tips. $9.47 is the state wage. Seattle now has the $15 minimum wage being phased in and tips are going away at some places.
