when you conditioned it, did you let it sit and test the humidity before using it?  i've found that letting it sit for about a week with a cup of water in it helps.  wipe it down after 2-3 days and wait.

you'll always have a humidity DROP when you put cigars in as they suck the moisture.  you want the humidity to be about 5-7% over your target.

how is the seal on the hygro?  not easy to check this.

also, double check your hygrometer.  do you have a digital one?  calibrated?  the ones they usually include with a humidor are crap.  also, sometimes your home or the spot where you have it might just be bad

supplemental moisture might be needed too.  I use the gel cups for mine, I get them from Thompson.  most new humidors go thru quite a bit of conditioning before they soften up (the wood)..  it might just be so dry that the conditioning you did wasn't sufficient.
