I think they forgot to burn one cable .. the one that is not chared ... that's why is not working ....

when that happened, it blew the door off the enclosure
also a partially melted electric meter shot out of it's housing and onto the floor next to this panel

when did they call you for this? after the fact it was damaged because they didn't do something you told them to do?  ???
