True nut they would have made him pay for his own incarceration.
Devils island was also a favorite French hell hole.

The French didnt feel the need to pretend to be digging up anything useful.   They have their Foreign Legion to march around the Sahara desert painting rocks white and filling up sand bags for other Legionnaires to empty  ;D.
