Happened upon a 13 y/o boy in a seedy part of town yesterday (where I work) 30 miles from where he supposedly lives.

Long story but the teen shelter I took him to didn't do anything about or for him (even though they had met him when he ran away at some point).  So I took him to the bus station, which is how he got here in the first place, & gave him money to get home (he said he lives w/his grandparents) and it's still not sitting right with me. Maybe I should have given him enough money for a ticket to get to Bakersfield instead?! The BP & LM Shelter for the Strays and Unwanted?

WHY is a 13 y/o with good manners and nice clothes so far from home.  Alone.  In the area where I found him?
