Have you tried riding it with the fast idle cable disconnected at one end or the other?

Nothing...

It's required by law in NH to insulate a foundation if there is 'conditioned' space on the other side of the wall.

If there is a slab, as in my case, you have to at least insulate the 'slab edge'.

The cost of insulating the entire frost wall, which will eliminate cold being transmitted up the wall to the slab, will pay for itself in short order.

In our country energy costs are out of control. Anything you can do to reduce them is a good thing.
