Here's the skinny on that:

"Many older breeds of cattle have horns. Both males and females have horns, but the bull's horns are usually longer. The horns of either sex may curve up, down or grow sideways. Angry cattle can inflict serious damage with their horns and so the horns of domestic cattle are usually removed when they are calves. This is done to stop dairy cattle injuring their handlers or damaging milking equipment, and to stop meat cattle bruising each other as bruises on meat make a carcass less valuable. The horns are usually burned off under local anaesthetic using heat or a chemical as soon as they start to bud, not long after calves are born. Some breeds have been selectively bred to have no horns; these are called polled breeds."
