Chevy Tahoe front seats Jeep CJ rear seat, custom 17 Gal aluminum tank. In Wisconsin you do not need a motorcycle license to drive this and it does not follow the helmet laws but does have to follow seat belt laws, perfect for any age kids

Handicapped vehicle possibly? That would be my guess. I know 1 of my Dad's friends has something similar due to a bad knee that can't support a bike. Anything to keep on riding.
