different states have very different landlord tenant laws and very different privacy laws.  Do not take legal advice from police on these issues as they are frequently incorrect although well intentioned.  I have had several successfull suits where the person from whom my client got a monetary award was doing what police said in terms of eviction, and one where the police escorted the guy to break into what they said was a marital home but was not...etc.etc.
