Ok, just got a call back from CCB. Apparently they don't take reservations for outside seating, so the reservation has been moved inside under the condition that they will seat us outdoors as long as space allows.

In Shirlington there are (that I know of) 3 garages. There's a limited surface lot behind Bungalows, too. Not sure about any MC specific parking. |

There's no moto specific parking. There are the three multiple level garages, that flat lot and street Parking.
I'd do a pass by cap city first, as you might be able to snag a curbside spot right out on the main drag (campbell) or on Quincy
