Hey gun folks, question here:

My father is moving in conjunction with retirement and is clearing out a bunch of stuff in his house.  One item he is probably going to get rid of is an old rifle---old as in it requires a ramrod to load.  It belonged to his grandfather I think so I'd like to keep it since it's a family heirloom.

Anyway, I'm curious if I take this off his hands will I need a permit or some other form of state registration.  I live in NYC where gun laws are pretty strict I believe.

Obviously, I have to know more about the rifle itself, but I did some preliminary research and it looks like it may qualify as an "antique firearm" according to the ATF:

And the antique section of the NRA-New York site seems to suggest no permit is needed if unloaded:

Just wanted to ask you more knowledgeable folks out there if I'm interpreting this right or if there is maybe something I'm not considering?

Under federal law, that's not a firearm.
