that is a good thing, since the navy is probably using the technology they steal take from the darpa challenge teams. 

If they were so brilliant as the private sector, than they wouldn't need the darpa challenge at all.

Not necessarily. The military in general has restrictions that we must abide by, even when creating new things. So, the DARPA challenge is a good thing, because people who have never been in the military don't have the mindset to restrict themselves...

On a scary note, The LAPD does have a couple of patrol cars with cameras mounted on the roofs- automatic license plate readers which reads the plate and automatically queries DMV and warrant systems searching for stolen vehicles and warrant hits. The damn thing reads something like 1000 plates a shift.

Theres also " supposedly" a similar vehicle with a facial recognition system on board- but I havent seen it
